HOW TO SAVE OUR COUNTRY FROM FLOOD RISK

As per news the yearly worse to worse conditions is became of our country  due to flood in monsoon seasons, it shows that our central or states governments and theirs admistrations are not doing proper arrangements and also not willing to save the lives and losses of assets. In this case Departments may not plan in advance and always our admistrations are awakened, when the flood situation became worse to worse.

1. Due to flood more than 200 persons lost their lives yearly.
2. Due to flood more than thousands crores loss of assets, agriculture crops and land, others properties etc yearly. 

The main idea for construction of DAMS on the rivers was to stop the flood in the river and for irrigation and also to generate the electricity.
Our admistrations are properly looking the irrigation and generation of electricity but we are not taking proper action in time on flood situation. The release of bulk quantity of water from Dam during pick season of monsoon also help to became the worse position of floods in the rivers. 

IN MY VIEW WE MAY TAKE THE FOLLOWING STEPS TO STOP THE WORSE POSITION OF FLOOD IN THE RIVERS :--------

1. All the concernes persons should have upto date with the forecast of atmosphere activities issued by our climate scientists. 

2. It is the yearly routine works of all DAM  official to fill up theirs dams upto the top levels in the starting of monsoon season without thinking on the monsson predictions provided by the climate scientists. I think it is wrong action taken all the time by the Dam Officials.
  Because in middle period when all rivers going ups level due to heavy monsoon and also in those days our Dam became overflow and than Dam official come under pressure and open the Gate of Dam to avoid any damage in Dam.
In that time a bulk quantity of water start to flow in the already over flow rivers. Due that our rivers crossed the more than dangers level.
In my view it is a selfish ness of the Dam Department to fill-up the Dam during starting of monsoon season.
They may be filled the Dam with water upto top level in the last period of monsoon season so that such type of worse flood conditions could not be create in our country and we can save the lives and wealth of our country. 

3. Concern Deptt may always alert in advance to face the such type problems. 

1:- अगर हमारे  संबंधित विभाग के अधिकारी मौसम विभाग के अधिकारियों के मुताबिक मानसून की जानकारी रखें तो, निम्न कार्य किया जा सकता है :-

।- हमें अपने डेम को पहले से ही पुरा भरने की आवश्यकता नहीं है। मानसून के शुरू होने से लेकर मानसून के 50%समाप्त होने तक, कह सकते है 15 अगस्त तक डेम के गेट खोल कर रखने चाहिए। इससे जुलाई व अगस्त महीने में जो नदियां काफी पानी  के साथ भर कर चल रही है तो उसमे डेम के गेट्स खुले होने का कोई फर्क नहीं पड़ेगा तथा जान माल की हानि नहीं होगी। जैसा कि हर साल होती है। 

।।--अगर हम डेम को मानसून के पहले महीने में ही भरने की कोशिश करते हैं तो 15 अगस्त तक डेम अपने लेवल से ज्यादा भर जायेगा। तथा डेम को खतरा हो सकता है। तब डेम के गेट्स खोलना जरूरी हो जाता है। यह वह समय होता है जब नदिया उफान पर होती हैं तथा डेम से एकदम अधिक पानी एकदम आने से, नदियां खतरे का निशान पार कर जाती हैं तथा जान माल की हानि होती है। 

।।।---अगर जान माल का खतरा बाढ़ से हौता है तो इसमें हमारे प्रशासन कि योजना व प्रशासन का निकम्मा पन ज्यादा जुमेदार होता है। क्योंकि कार्यवाही कुछ नहीं होती है तथा सब बेफिक्र हो कर सोते रहते है। 

2:-  अापने अपने टेलिविजन पर देखा होगा कि, नदी में बाढ आने पर पानी में डूब रहे घरों पर बैठे लोगों को कहते हुए सुना होगा  कि हमें कोई सहायता (खाना पीना) प्रशासन से नहीं मिल रही है। जबकि प्रशासन कहता है कि हम सभी प्रकार की सहायता दे रहें है। अब आप सोच सकते हैं कि कौन झुट बोल रहा है।
हमारे अधिक तर राज नेता व प्रशासनिक अधिकारी इतने  निकम्मे व कमिशन खोर हो गये हैं तथा नंगे हो गये हैं कि कोई व्यक्ति मरे या जिये, पर उन को हर हाल में लूटपाट करनी है।
अब अगर इन के हिसाब किताब को आप 

Indian Accountant General से भी चैक कराने की कोशिश करौगे तो वो भी हिसाब किताब नहीं समझ पायेंगे। क्योंकि ये कहेंगे कि अब हम एसे हालात में किसी के अंगूठे के निशान तो लेगें नहीं। हम ने सहायता पहुंचा दी है। दुखी लोग अगर कहते हैं कि सहायता नहीं मिली तो हम क्या करें। मेरे विचार से सहायता राशि का इस्तेमाल ठीक से नहीं होता है। इस तरह के नेताओं व प्रशासनिक अधिकारियों को तो जेल में बंद होना चाहिए।
